How can it be worse?

I admit to having a finance background, not a scientific background so maybe someone can help me here. I read in an article today that the new super skimmer is being held up for testing by the EPA to test the quality of the water that will be put back in the Gulf because it will contain “trace” amounts of crude oil.

Keep that word trace in mind now. I do believe that trace means small or minute amounts of oil. So this super skimmer is going to suck up huge, vast amounts of floating crude and spit out water that will have small, minute amounts of crude in it. What am I missing here?

Louisiana Governor Bobby Jindal has grown increasingly frustrated because of this and because the government also refuses to let him build protective berms because the environmental effects have not been determined. Again I ask, how the hell can it be worse than doing nothing. Someone, anyone, please enlighten me.

Interestingly enough, in the same article, Environmental Protection Agency administrator Lisa Jackson said it was not the place for the EPA to close beaches, instead it was local authorities job to do so. So basically she is saying local authorities have no say so in keeping the oil from showing up, but when it does, its entirely up to them to open or close the same beaches?
